Deposits to mention on field 13 of Form 941 are funds you transferred to your IRS EFTPS account using EFT transfer system. When you pay wages to employees you withhold a portion of the wages for social security tax and Medicare tax as well as Federal income tax. Your business pays the same portion of social security tax and Medicare tax. Tax withheld from employees; wages and your business portion are called payroll tax.
You choose a deposit schedule at the start of the year and based on that deposit schedule, each time you pay wages to employees, you make payroll tax deposits in your IRS account. The amount you deposited in that account for Form 941 (payroll tax) for the quarter, is the deposit you include on the line or field 13 of Form 941 when you file form 941 for that quarter.
If you didn’t make any deposit in your IRS account for payroll tax purposes since you don’t have employees yet, your line 13 of Form 941 should be 0. You leave it blank.
